– You can craft it at any forge, no perks required. Requires the Thalmor Investigator Crafting Manual, that you can obtain at any tanning rack.
– Optional Vanilla Thalmor Robes replacer. Requires one of the Main files installed first.
– Optional No Back Pouch. Requires one of the Main files installed first.
